1. Opening of the First Preparatory Meeting

The meeting was opened by the President-Designate of the Third Review Conference, H.E. Henrique Banze, Deputy Minister of Foreign Affairs of Mozambique.

2. Adoption of an agenda for the First Preparatory Meeting

The meeting was asked to adopt its agenda.

3. Recommendation of a draft Agenda and Provisional Programme of Work for the Third Review Conference

The President-Designate shared initial ideas regarding the development of a draft programme for the Third Review Conference.

4. Vice-Presidents of the Third Review Conference

The meeting was notified that, in keeping with past practice, the States Parties serving as Co-Chairs at the time of the Review Conference would be elected Vice-Presidents, namely Belgium, Costa Rica, Japan, Indonesia, Poland, New Zealand, Austria, Ecuador and Norway.

5. Cost Estimates for the Third Review Conference.

The meeting adopted cost estimates for the Second Preparatory Meeting and the Third Review Conference.

6. Exchange of views on the preparation of a review of the operation and status of the Convention 2010-2014

7. Exchange of views on the preparation of the Maputo Action Plan

The President-Designate combined items #6 and #7, which provided delegations with the opportunity to exchange of views on the preparation of a review of the operation and status of the Convention and on the Maputo Action Plan.

The following delegations shared views on these matters: Belgium on reporting, the ICBL, the European Union, Sweden, Slovenia, Jordan, Belgium on universalization, Canada, New Zealand, the Netherlands, Algeria, Mexico, Australia, Switzerland, Austria, Ireland, the ICRC, Colombia, Belarus, Turkey, Zimbabwe and Zambia.

8. Exchange of views on a post-Third Review Conference programme of meetings.

Delegations will have the opportunity exchange of views on a post-Third Review Conference programme of meetings.

9. Exchange of views on a political declaration to be adopted at the Third Review Conference

The President-Designate combined items #8 and #9, which provided delegations with the opportunity to exchange of views on the preparation of a post-Third Review Conference programme of meetings and on a political declaration to be adopted at the Third Review Conference.

10. Updates on logistical and administrative matters.

Mozambique provided an update on logistical and administrative matters for the Third Review Conference.

11. Other matters.

Two delegations took the floor to share views on other matters : Tajikistan and Algeria.

12. Consideration and adoption of a procedural report of the First Preparatory Meeting.

The meeting adopted its report. In closing the meeting, the President-Designate indicated that the next step is to take the inputs that have been provided and to start to develop concrete proposals. The President-Designate indicated that, if delegations have additional input, they should provide it to the Permanent Representative of Mozambique to the United Nations (Geneva) or to the ISU.

The President-Designate further indicated that, in order to ensure a rich discussion on concrete proposals, he will endeavour to distribute documents by the end of March and that, if possible, some of documents will be distributed earlier.

The President-Designate also indicated that in April – if not before – his colleagues will share with detailed administrative information on the Maputo Review Conference.

He noted that as information is made available, it will be posted on the website www.maputoreviewconference.org and that this website, in due course, will link to an online registration system, which is being set-up by the UNDP.
